BACKGROUND AND PURPOSE

 

During the 78th regular session, the Legislature created the Critical Infrastructure Protection Council to serve as the operational advisory group for homeland security at the state level. 

 

As proposed, House Bill 1534 would require that the office of the governor appoint a sheriff, a municipal police officer, and a firefighter to serve as members of the council. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1 requires that the office of the governor appoint a sheriff, municipal police officer, and firefighter to the Critical Infrastructure Protection Council.

 

SECTION 2 requires the Governor to develop applicable procedures for selecting appointees from among sheriffs, police officers, and firefighters.

 

EFFECTIVE DATE

 

This act shall take effect immediately if it receives the necessary vote, otherwise it will take effect September 1, 2005.
