AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

To reduce recordkeeping and reporting burdens for certain small general-purpose committees, H.B. 1644 provides alternative reporting requirements.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter F, Chapter 254, Election Code, by adding Section 254.1541, as follows:

 

Sec. 254.2541.  ALTERNATE REPORTING REQUIREMENTS FOR CERTAIN COMMITTEES.  (a) Sets forth the committees to which this section applies.

 

(b) Authorizes a report by a campaign treasurer of a general-purpose committee to which this section applies to substitute certain political contribution information for certain required information in a report.

 

SECTION 2.  Amends Section 154.156, Election Code, to provide that the maximum amount of a political contribution, expenditure, or loan that is not required to be individually reported is $20 in the aggregate for a contribution accepted by a general-purpose committee to which Section 254.1541 applies.  Makes nonsubstantive changes.

 

SECTION 3.  Makes application of this Act prospective.

 

SECTION 4.  Effective date: September 1, 2005.
