AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Legislation passed as part of the Sunset Advisory Commission review of the Texas Department of Transportation (TxDOT) during the 71st Legislature, Regular Session,1989, required TxDOT to post all positions at the director level and above.  Since then, the legislature has restructured classification levels, effectively lowering the position and salary level at which TxDOT must post to a level below that which was the intent of the original legislation.

 

H.B. 1814 changes the salary classification at which TxDOT is required to post job openings from step 1, salary group 21, to salary group B17.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 201.403(a), Transportation Code, by requiring the Texas Department of Transportation (TxDOT) to open all positions compensated at or above the amount prescribed by the General Appropriations Act for salary group B17, rather than step 1, salary group 21, of the position classification salary schedule to applicants from inside and outside TxDOT.

 

SECTION 2.  Effective date: upon passage or September 1, 2005.
