BACKGROUND AND PURPOSE

 

During the 71st Regular Legislative Session statute was enacted to require TxDOT to post all positions above a Step 1, Group 21. The purpose of this change was to open all salary scheduled positions of a directors= position or that of a higher salary scheduled position, for outside applications.  The state restructured the salary schedules and classification plans during the 77th Regular Legislative Session.  Under this current system directors= positions are classified at the B17 level, however; TxDOT is still required to post all positions at or above a B13.

 

CSHB 1814 revises the provisions requiring the Texas Department of Transportation (TxDOT) to post all positions above the B13 level.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.  Amends Section 201.403(a), Transportation Code, by raising the requirement for TxDOT=s posting of positions to salary group B17.

 

SECTION 2. States the effective date is immediate upon passage or September 1, 2005.

                                                                                               

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, this Act takes effect September 1, 2005.

 

COMPARISON OF ORIGINAL TO SUBSTITUTE

 

The substitute changes the effective date to be upon passage or September 1, 2005.
