BACKGROUND AND PURPOSE

 

In May 2000, the Houston Community College System added the Missouri City municipality into its jurisdiction through a municipal election.  Currently, Texas law does not place Missouri City, which is within Fort Bend Independent School District, within a community college district.  As proposed, H.B. 1931 includes the part of the Fort Bend Independent School District that is within the Missouri City municipality in the Houston Community College System District service area. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.  Includes the part of the Fort Bend Independent School District, that is located in the municipality of Missouri City, into the Houston Community College System District service area. 
 
SECTION 2.  Effective date.

 

EFFECTIVE DATE

 

This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution.  If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2005.
