BACKGROUND AND PURPOSE

 

Globalization is the increased integration of countries' economies mainly via international trade.  This new environment is affecting all industrial societies, economies, and governments and increasing the interdependence and consequences of actions across the world.  Texas is the largest exporter of any State in the United States and more susceptible than most States to the changes brought by increased globalization, therefore it is appropriate for the State to study the impacts of such changes on our culture.

 

House Bill 1966 establishes an interagency task force comprised of several agencies to study the impacts of and develop recommendations concerning the State's preparations for changes that result from globalization.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1    Defines the term globalization.

 

SECTION 2    Creates a task force on globalization composed of one representative from certain state agencies.

 

SECTION 3    Requires the task force to elect a presiding officer from among its members.

 

SECTION 4    Requires the task force to study the positive and negative impacts of globalization on the society, economy, and government of Texas, and develop recommendations to address any concerns that arise from such a study and suggest preparations for the short and long-term changes caused by globalization.

 

SECTION 5    The task force shall report the results of the study and its recommendations to the legislature on or before November 1, 2006.

 

SECTION 6    Requires the head of each agency listed in SECTION 2 to appoint a representative by December 1, 2005.

 

SECTION 7    The Act expires and the task force is abolished on November 30, 2006.

 

SECTION 8    The Act takes effect immediately if it receives a two-thirds vote of all members elected to each house.  Otherwise, the Act takes effect September 1, 2005.

COMPARISON OF ORIGINAL TO SUBSTITUTE

 

The substitute adds the Railroad Commission to the list of agencies that compose the task force.
