AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

The 78th Legislature, Regular Session, 2003, passed H.B. 2292.  The bill led to the consolidation and reorganization of state agencies that provide public assistance and support to individuals with disabilities.  The National Voter Registration Act requires states to provide voter registration opportunities at such state agencies. 

 

H.B. 2068 modifies the list of state agencies designated as voter registration agencies to reflect the changes in agency names and functions made by the reorganization of health and human service agencies.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 20.001(a), Election Code, as follows:

 

            (a)  Provides that Health and Human Services Commission, Department of Aging and       Disability Services, Department of Assistive and Rehabilitative Services, Department of           State Health Services, or any other agency or program as determined by the secretary of            state that primarily provides public assistance or services to persons with disabilities, are           voter registration agencies.  Deletes text relating to previous agencies classified as voter            registration agencies.

 

SECTION 2.  Effective date: September 1, 2005.
