BACKGROUND AND PURPOSE

 

This proposed bill would allow the authorization of a special events trust fund to support certain Olympic events.  The special event trust fund would also be available for Olympic training and development activities.  House Bill 2092 is important to bring more international events and athletic competition to the state of Texas; which in turn will benefit the state in a variety of facets.  

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

Provides where a certain sporting events or activities can be held.  Defines "endorsing county," as a county that contains a selected for one or more games, cannot have a population of at least 250,000.

 

Addresses what actual events or activities may occur in the endorsing county pertaining to certain Olympic events.  Adds to the definition of "game" a national collegiate championship of an amateur sport sanctioned by the national governing body of the sport that is recognized by the United States Olympic Committee, an Olympic activity, including a Junior or Senior activity, training program, or feeder program sanctioned by the United States Olympic Committee's Community Olympic Development Program. 

 

Addresses site selection organization that can sanction the events in question;  adds to the list of  organizations to include the United States Olympic Committee or the national governing body of a sport that is recognized as such by the United States Olympic Committee.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2005.
