AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
The Product Development and Small Business Incubator Board (board) was authorized in the Economic Development and Tourism Office in the Governor's Office by S.B. 275, which was passed in the 78th Legislature, Regular Session, 2003. As enacted by S.B. 275, Section 489.203(c) (relating to the term lengths of board members), Government Code, provided that nine appointed board members serve for "two-year staggered terms, with the terms of three members expiring February 1 of each odd-numbered year." In addition to this statute, the transfer provisions in Section 2.03 of S.B. 275 provided that "the governor shall designate three members for terms expiring February 1, 2005, three members for terms expiring February 1, 2007, and three members for terms expiring February 1, 2009." Thus, six-year terms were the intended length of the terms.
H.B. 2307 amends Section 489.203(c) to clearly provide for six-year staggered terms for members of the board.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 489.203(c), Government Code, to change the terms for members of the Product Development and Small Business Incubator Board from two-year to six-year staggered terms.
SECTION 2. Effective date: upon passage or September 1, 2005.
