AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Currently, voter registrars in each county receive money from the state based on the number of initial, cancelled, and total registrations each year.  These funds are used to help defray the costs of voter registration, including compliance with certain federal and state laws, like the National Voter Registration Act.  Currently, the vouchers are submitted by the registrar, approved by the secretary of state, and the comptroller issues warrants.  H.B. 2322 creates an online application maintained by the secretary of state to manage the transfer of these funds, including direct deposit to the county.  

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Chapter 19, Election Code, by adding Section 19.0025, as follows:

 

Sec. 19.0025.  ELECTRONIC ADMINISTRATION OF VOUCHERS AND WARRANTS.  (a)  Requires the secretary of state to establish and maintain an online electronic system for administering vouchers submitted and warrants issued under Section 19.002 (Issuance of Warrants by Comptroller).

 

(b)  Requires a registrar to electronically submit a voucher to the secretary of state using the online electronic system maintained by the secretary.

 

(c)  Requires the online electronic system to provide for the direct deposit of a disbursement made under this chapter in a registrar's account.

 

(d)  Requires the secretary of state to prescribe procedures necessary to implement this section.

 

SECTION 2.  Requires the secretary of state to establish an online electronic system for administering vouchers and warrants as required by Section 19.0025, Election Code, as added by this Act, not later than January 1, 2006.

 

SECTION 3.  Effective date: September 1, 2005.
