BACKGROUND AND PURPOSE

 

Current law is contradictory where the travel expenses of members of the Texas Military Facilities Commission is concerned.  For example, they are allowed to receive transportation reimbursement but not travel pay.  Many other commissions are allowed to reimburse their members for travel expenses.  The original reason that the Texas Military Facilities Commission could not reimburse their members, is that they use to all be military members and thus were already receiving travel pay.  However, this is no longer the case as they are almost all civilians now.  The purpose of this bill is to clarify the current law and allow Texas Military Facilities Commissioners to be reimbursed for meals, lodging, transportation and other incidental expenses.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

This bill allows members of the Texas Military Facilities Commission to be reimbursed for meals, lodging, transportation and other incidental expenses.

 

EFFECTIVE DATE

 

This Act takes effect September 1, 2005.
