AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Currently, as outlined in statute, Advisory Committee to the Texas Board of Criminal Justice on Offenders with Medical or Mental Impairments is comprised of 31 members.  Each member is an executive head of an agency, agency division, or association with an interest in offenders with special needs. 

 

H.B. 2384 expands the membership of the advisory committee to include the chairs of both the Texas Board of Pardons and Paroles and the Correctional Managed Health Care Committee.  This bill also updates the membership to reflect organizational changes relating to the powers and duties of the Health and Human Services Commission made by H.B. 2292, 78th Legislature, Regular Session, 2003.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 614.002(e), Health and Safety Code, to modify the composition of the Advisory Committee to the Texas Board of Criminal Justice on Offenders with Medical or Mental Impairments and to update references to state agencies that are now operating under new titles. 

 

SECTION 2.  Effective date:  September 1, 2005.
