BACKGROUND AND PURPOSE

 

Under current law the members of the Texas Environmental Education Partnership Fund Board  of Directors serve two year terms.  A longer term would provide more time to accumulate experience and knowledge of the issues confronted by the board.  Additionally, the board currently has ten members which could result in tie votes.  House Bill 2410 extends the terms of the members of the board and makes changes to the composition of the board.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

House Bill 2410 amends the Acts of the 76th Legislature to decrease the number of board members of Texas Environmental Education Partnership Fund Board of Directors from ten to nine.  The bill provides that the member that is currently selected by the Speaker is now selected by the governor from a list of people recommended by the Speaker.  The bill extends the term of board members from two years to staggered six-year terms.
