AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

The two-mile stretch of Farm-to-Market (FM) Road 2065 from the intersection of State Highway 77 and FM 2065 to the Union Chapel Methodist Church, at County Road 2644 has had a long-running connection to the Streetman family.  This area has had a member of the Streetman family living on some part of FM 2065 for more than fifty years. 

 

During World War II, Cass County sent many of its native sons to serve in the United States armed forces.  Staff Sergeant Herbert Streetman Robertson, Jr., served three tours of duty for the United States Army Air Force, flying 95 missions.  Posthumously, Staff Sergeant Robertson was awarded the Distinguished Flying Cross with 14 Oak Leaf Clusters, the Air Medal with 12 Oak Leaf Clusters and the Purple Heart. Everyone living on the highway is agreeable to the designation of road as Staff Sergeant Herbert S. Robertson, Jr., Memorial Highway.

 

H.B. 2422 designates Farm-to-Market Road 2065 for its intersection with State Highway 77 to its intersection with County Road 2466 as the Staff Sergeant Herbert S. Robertson, Jr., Memorial Highway.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. 

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.059, as follows:

 

Sec. 225.059.  STAFF SERGEANT HERBERT S. ROBERTSON, JR., MEMORIAL HIGHWAY.  (a)  Designates Farm-to-Market Road 2065 from its intersection with State Highway 77 to its intersection with County Road 2466 as the Staff Sergeant Herbert S. Robertson, Jr., Memorial Highway.

 

(b)  Requires the Texas Department of Transportation (TxDOT) to design and construct memorial markers indicating the highway number, the designation as the Staff Sergeant Herbert S. Robertson, Jr., Memorial Highway, and any other appropriate information.

 

(c)  Requires TxDOT, except as provided by Subsection (d), to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

(d)  Provides that TxDOT is not required to design, construct, or erect a marker under this section unless a grant or donation of private funds is made to the department to cover the cost of the design, construction, and erection of the marker.

 

(e)  Requires money received under Subsection (d) to be deposited to the credit of the state highway fund.

 

SECTION 2.  Effective date:  September 1, 2005.
