BACKGROUND AND PURPOSE

 

The two-mile stretch of Farm-to-Market Road 2065 from the intersection of State Highway 77 and FM 2065 to the Union Chapel Methodist Church, at County Road 2644 has had a long-running connection to the Streetman family.  This area has had a member of the Streetman family living on some part of FM 2065 for more than fifty years. 

 

During World War II, Cass County had many of its native sons serve the United States in its battle for freedom.  Many did not come back; all served with honor.  One soldier stood out:  Herbert Streetman Robertson, Jr.  Staff Sergeant  Robertson served three tours of duty for the US Army Air Force, flying 95 missions.  Posthumously, S/Sgt. Robertson was awarded the Distinguished Flying Cross with 14 Oak Leaf Clusters, the Air Medal with 12 Oak Leaf Clusters and the Purple Heart.

 

Historical renovation of several buildings is currently underway in and around the cited stretch of FM Road 2065.  Naming the two-mile segment of FM 2065 will enhance the historical restoration in this part of Cass County.  Every one living on the highway is agreeable to the designation of road as S/Sgt Herbert S. Robertson Jr Memorial Highway.

 

This recognition will reflect the community's pride in one of its native sons.  Travelers passing through will become aware of the historical wealth of the County and have an opportunity to learn about the man who gave his best for his country, his hometown and his family.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

SECTION BY SECTION  ANALYSIS

 

SECTION 1 amends Subchapter B, Chapter 225 of the Transportation Code by adding Section 225.059, which describes the segment of FM 2065 to be designated with S/Sgt Robertson's name. It further states memorial markers will be designed, constructed and erected.

 

SECTION 2 establishes effective date.

COMPARISON OF ORIGINAL TO SUBSTITUTE

 

The substitute adds language stating that private funds will be used for signage, and that those private funds will be deposited to Fund 6.  The original bill did not require private funds.  The substitute bill also clarifies the location of the northern intersection of FM 2065 by identifying County Road 2466.
