                                                                                                       Committee Report (Unamended)

BACKGROUND AND PURPOSE

Due to unexpected circumstances, a Commissioners Court may find it necessary to transfer funds within a County budget to cover emergency items with the county budget.  Section 111.070 of the Government Code permits a Commissioners Court to amend the budget in order to transfer an amount budgeted for one item to another budgeted item by an order of the Commissioners Court.

H.B. 2458 would permit a Commissioners Court to designate the county budget officer or another officer or employee of the county to amend the budget and make such a transfer.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
