BACKGROUND AND PURPOSE
The Kimble County Hospital District was authorized and created by Acts of the 62nd Legislature, Regular Session, 1971, by authority set out in the Texas Constitution. The hospital district was charged with the responsibility of establishing a hospital and hospital system within its boundaries and to furnish a hospital and medical care to the residents. During the 78th Legislative Session, at the request of their board of directors, the enabling legislation was reviewed, updated, and amended. However, since the enactment, the current board of directors has requested additional changes to the enabling legislation.
The purpose of HB 2584 is to allow for broader operations similar to other hospitals.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
SECTION 1. Amends Section 5(f), Chapter 873, Acts of the 62nd Legislature, Regular Session, 1971, is amended to clarify that the date on which the board of directors is to be elected is the uniform election date prescribed by the Election Code.
SECTION 2. Amends Section 8(e), Chapter 873, Acts of the 62nd Legislature, Regular Session, 1971, by updating language and clarifying that the district must agree to the amount the tax assessor and collector is entitled to receive as compensation for services.
SECTION 3. Amends Section 12(g), Chapter 873, Acts of the 62nd Legislature, Regular Session, 1971 by authorizing the board to enter into a contract with any other public or private entity, or other political subdivision, to provide health care services.
SECTION 4. Amends Section 14(c), Chapter 873, Acts of the 62nd Legislature, Regular Session, 1971, by requiring the board to send a billing statement to the person ordered to pay for a patient’s care.
SECTION 5. Effective Date
EFFECTIVE DATE
Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2005.
