BACKGROUND AND PURPOSE

 

State law currently recognizes and provides job preferences for veterans.  Veterans bring with them the discipline and training they received in the military which can increase their value as employees.

 

The purpose of this legislation is to provide a preference for veterans in training offered by state agencies.  It would also give qualified veterans who meet minimum eligibility requirements a preference in other state funded job training programs.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

This bill states that preference must be given to veterans applying for assistance under job training and employment assistance programs partially or fully funded by the state, if the veteran meets the minimum eligibility requirements and qualifies for veterans preference under Section 657.002(a).

 

EFFECTIVE DATE

 

This Act takes effect September 1, 2005.
