AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

It is an established tradition that the state periodically names a highway or specified portion of a highway in honor of a person, an event, or a significant feature of that roadway.  Dr. James A. (Jimmy) Turman was a four-term member of the Texas House of Representatives from Gober, Texas, in Fannin County, whose legislative career concluded with service as the 64th speaker of the house.  H.B. 2647 designates Farm-to-Market Road 68 in Fannin County as Speaker Jimmy Turman Road.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.061, as follows:

 

Sec. 225.061.  SPEAKER JIMMY TURMAN ROAD.  (a) Designates Farm-to-Market Road 68 in Fannin County as Speaker Jimmy Turman Road.

 

(b) Requires the Texas Department of Transportation (TxDOT) to design and construct markers indicating the road number, the designation as Speaker Jimmy Turman Road, and any other appropriate information.

 

(c) Requires TxDOT, except as provided by Subsection (d), to erect a marker at each end of the road and at appropriate intermediate sites along the road.

 

(d) Provides that TxDOT is not required to design, construct, or erect a marker required by this section unless a grant or donation of private funds is made to TxDOT to cover the cost of the design, construction, and erection of the marker.

 

(e) Requires money received under Subsection (d) to be deposited to the credit of the state highway fund.

 

SECTION 2.  Effective date: upon passage or September 1, 2005.
