AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
Under current law, only a county with a population of 2,400,000 and above may use the competitive proposal procedure to purchase insurance or high technology items. This procedure can be used to purchase other items, as long as the county purchasing agent and the commissioners court agree that it is in the best interest of the county to make a request for these proposals.
H.B. 2694 reduces the population requirement to two million, allowing all counties with a population of two million or more to use the competitive proposal purchasing method for the purchase of insurance or high technology items.
RULEMAKING AUTHORITY
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 262.030(d), Local Government Code, to authorize a county having a population of two million, rather than 2,400,000, or more according to the most recent federal census to use the competitive proposal purchasing method authorized by this section for the purchase of insurance or high technology items.
SECTION 2. Effective date: September 1, 2005.
