BACKGROUND AND PURPOSE
The Port of Brownsville, a deep-water port, moves high volume tonnage of steel coils used in manufacturing operations in Mexico. Because of the economic importance of this cargo to the South Texas region, an overweight corridor allowing for the passage of fee-paying overweight trucks traveling about eight miles from the Veteran’s Bridge at Los Tomates in Brownsville, along International Boulevard to the Port of Brownsville. The corridor expires June 1, 2007 and should be extended to continue the economic vibrancy the truck traffic provides through job creation, shipping, trucking, and activity at the Port of Brownsville.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
Section 1 amends the Section 623.219, Transportation Code changing the expiration date from June 1, 2007 to September 1, 2008.
Section 2 states that the act takes effect on September 1, 2005, or immediately if it receives a two-thirds majority vote of members of both houses.
EFFECTIVE DATE
Upon passage, or, if this Act does not receive the necessary vote, the Act takes effect September 1, 2005.
COMPARISON OF ORIGINAL TO SUBSTITUTE
The original bill extended the subchapter until September 1, 2009. The substitute changes the extension date to September 1, 2008.
