AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
The Texas Military Preparedness Commission was created by the 78th Legislature, Regular Session, 2003, through S.B. 652 to assist communities in accomplishing economic development projects that support the military. The Texas Military Preparedness Act of 2003 was designed by state government and defense community leaders working together as a proactive response to the evolving transformation of national defense strategies and the infrastructure changes required to support them. H.B. 2931 furthers that goal by allowing defense communities to lease facilities to the federal government to enhance the value of a military facility near the community.
RULEMAKING AUTHORITY
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 1509.001(a), Government Code, to authorize a municipality, if it is a defense community, to acquire land and to construct or acquire a building or other facility for the purpose of leasing the land, building, or other facility to the federal government to enhance the military value of a military facility located in or near the defense community.
SECTION 2. Amends Section 1509.004, Government Code, by adding Subsection (c) to authorize a municipality with a population of at least 50,000 that has taken action under Section 1509.001(a)(3) to also provide for the payment of the principal of or interest on the bonds issued to finance the action taken by pledging all or any part of other municipal revenue that the municipality is not prohibited from using for that payment.
SECTION 3. Effective date: upon passage or September 1, 2005.
