AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

An emergency service district (ESD) is a special district, established under Article III, Section 48-e, Texas Constitution, and Chapter 775, Health and Safety Code, to provide health and safety related services to persons and property within its boundaries.

 

H.B. 2957 sets forth certain provisions relating to ESDs by exempting vehicle fuel and firefighter bunker gear purchased by ESDs from competitive bidding requirements.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 775.084(i), Health and Safety Code, to specify that this section does not apply to the purchase of vehicle fuel or the purchase of firefighter bunker gear, among other items.

 

SECTION 2.  Effective date: September 1, 2005.
