BACKGROUND AND PURPOSE
Currently, the Rockwall County Juvenile Board is composed of the county judge, the district judge in Rockwall County, one county commissioner appointed by the commissioner's court, one member of the board of trustees of Rockwall Independent School District and one member of the board of trustees of the Royse City Independent School District.
The Rockwall County Commissioners' Court has requested that the composition of the Rockwall County Juvenile Board be changed by replacing the county judge with the judge of the County Court at Law of Rockwall County.
House Bill 3098 modifies the composition of the Rockwall County Juvenile Board by replacing the county judge with the judge of the County Court at Law of Rockwall County.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
SECTION 1. Amends Section 152.2051(a) of the Human Resources Code to provide that the Rockwall County Juvenile Board be composed of the judge of the County Court at Law of Rockwall County as well as the district judge in Rockwall County; one county commissioner appointed by the commissioner's court; one member of the board of trustees of the Rockwall Independent School District; and one member of the board of trustees of the Royse City Independent School District.
SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2005.
