BACKGROUND AND PURPOSE

 

During the 78th Legislature, SB 652 abolished the Office of Defense Affairs and the Texas Strategic Military Planning Commission, and created the office of the Texas Military Preparedness Commission (TMPC).  The new Commission, under the Governor's Office contains nine members appointed by the Governor, with appropriate staff.  Its mission is to develop a pro-active statewide strategy to assist defense dependent communities in the prevention of future base closures and realignments, and to assist defense dependent communities in preparing for the next generation of the military in Texas.

 

HB 3163 would add four public members to the Texas Military Preparedness Commission, to be appointed by the Governor, for a total of thirteen public members.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

This bill changes the number of appointed, public members of the Texas Military Preparedness Commission from nine to thirteen.  These thirteen members will continue to serve staggered terms, with either four or five members' terms expiring February 1 of odd-numbered years.

 

This bill also states that the new members shall be appointed by the Governor no later than October 1, 2005.  One member shall have their term expire February 1, 2007, one shall expire February 1, 2009, an two shall have their terms expire on February 1, 2011.

 

EFFECTIVE DATE

 

This Act takes effect September 1, 2005.
