BACKGROUND AND PURPOSE

 

Relating to the duties of the Texas Historical Commission relating to the El Camino Real de los Tejas National Historic Trial. CSHB 3269 amends Chapter 442, Government Code by adding Sec. 442.021 EL CAMINO REAL DE LOS TEJAS NATIONAL HISTORICAL TRAIL.  In cooperation with the National Park Service, the commission shall administer and coordinate the efforts of state and local public and private entities in this state regarding the preservation of El Camino Real del los Tejas National Historic Trail.  The Texas Historical Commission shall develop educational and interpretative programs relating to El Camino Real de los Tejas National Historic Trail.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.  Chapter 442, Government Code, is amended by adding Sec. 442.021 to read as follows:

 

Sec. 442.021 EL CAMINO REAL DE LOS TEJAS NATIONAL HISTORIC TRAIL.  (a) In cooperation with the National Park Service, the commission shall administer and coordinate the efforts of state and local public and private entities in this state regarding the preservation of El Camino Real de los Tejas National Historic Trail.  (b) The commission shall develop educational and interpretative programs relating to El Camino Real de los Tejas National Historic Trail.

 

SECTION 2.  Effective date.

 

EFFECTIVE DATE

 

This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution.  If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2005.

 

COMPARISON OF ORIGINAL TO SUBSTITUTE

 

CSHB 3269 is a Texas Legislative Council Draft that cleans up the language of the original HB 3269 by eliminating Section 1 and replacing it with Secion 1. Chapter 442 of the Government Code by adding Sec. 442.021.  Section 2. the effective date has been added.
