AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Interlocal cooperation contracts increase the efficiency and the effectiveness of local governments by authorizing them to contract, to the greatest possible extent, with one another and with agencies of the state.  Currently, community colleges and workforce development boards work together on projects to train workers but are not statutorily allowed to enter into interlocal cooperation contracts.  Providing these entities with this option would enable them to enter into local agreements in shorter time periods, rather than the lengthy standard contracting process.

 

H.B. 3384 includes junior colleges and local workforce development boards in the definition of local government for the purpose of entering into interlocal agreements.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 791.003(4), Government Code, to redefine "local government," to include junior college districts and local workforce development boards created under Section 2308.253.

 

SECTION 2.  Effective date: upon passage or September 1, 2005.
