BACKGROUND AND PURPOSE

 

Previous law allowed only for one county court at law in Kaufman County.  The population of Kaufman County has grown immensely and the current county court is backlogged.  The purpose of a new county court at law is to provide speedier justice and to relieve the backlog.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

HB 3547 Amends Section 25.1311, Government Code to add a second County Court at Law of Kaufman County and makes a conforming change to add the judge of that court to the membership of the Kaufman County Juvenile Board.
