AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
The Spring Branch Area Community Improvement District was created during the 78th Legislature to help redevelop and revitalize Spring Branch, one of the oldest and most close-knit communities in the Houston area.
H.B. 3560 changes the name from Spring Branch Area Community Improvement District to Spring Branch Management District and updates the list of district board member to reflect the new members currently serving on the board. H.B. 3560 adjusts the boundaries of the district. There are some concerns over a possible boundary conflict between the new Spring Branch District and the Memorial City TIRZ/ Management District. To best serve the needs of both districts, H.B. 3560 de-annexes all land within the district that is also within the Memorial City TIRZ, expands the western border of the district one block to Brittmore Road, and expands the northern border of the district to Tanner Road.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends the heading to Subchapter A, Chapter 777, Acts of the 78th Legislature, Regular Session, 2003, to read as follows:
SUBCHAPTER A. SPRING BRANCH MANAGEMENT DISTRICT
SECTION 2. Amends Section 1(a), Chapter 777, Acts of the 78th Legislature, Regular Session, 2003, to rename the district.
SECTION 3. Amends Section 2(2), Chapter 777, Acts of the 78th legislature, Regular Session, 2003, to redefine "district," to incorporate the district's new name.
SECTION 4. Amends Chapter 777, Acts of the 78th Legislature, Regular Session, 2003, by adding Section 4A, as follows:
Sec. 4A. AMENDMENTS TO BOUNDARIES. Excludes certain territory from the district. Adds a tract of land to the district and provides a physical description.
SECTION 5. Amends Section 27, Chapter 777, Acts of the 78th Legislature, Regular Session, 2003, as follows:
Sec. 27. New heading: DIRECTORS UNTIL 2007 OR 2009. Sets forth new members of the board of directors of the district. Provides of these, rather than initial, directors, the terms of directors appointed for positions 1 through 7 expire June 1, 2007, rather than 2005, and the terms of directors appointed for positions 8 through 13 expire June 1, 2009, rather than 2007. Provides that this section expires September 1, 2009, rather than 2007.
SECTION 6. Effective date: upon passage or September 1, 2005.
