BACKGROUND AND PURPOSE

 

The Spring Branch Area Community Improvement District was created by House Bill 3629 during the 78th Legislative Session (2003). That bill set forth the management district's responsibilities and powers, and provided the district the authority to impose taxes and issue bonds.

 

C.S.H.B. 3560 renames the district the "Spring Branch Management District", adjusts the boundaries of the district, and makes changes to the board of directors. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

C.S.H.B 3560 renames the "Spring Branch Area Community District" the "Spring Branch Management District" adjusts the initial boundaries of the district by excluding any land within the district that is also within the boundaries of the City of Houston's Reinvestment Zone No. 17 and adding land to the west and north of the existing boundaries of the district. The bill also makes changes to the board of directors and extends each board member's term by two years.

 

EFFECTIVE DATE

 

This Act takes effect September 1, 2005 or immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution.
