BACKGROUND AND PURPOSE

Mance Lipscomb was born in the Navasota community in 1895 and by the age of eleven he was already on his way to becoming a legendary guitarist and songster in the very early 20th century.   He quickly represented one of the last remnants of the nineteenth-century songster traditions that predated the development of the blues.  The musical heritage he left ignited a continuous celebration of regional music and gave birth to the Navasota Blues Festival where blues musicians and fans come from all over the world to celebrate this rich genre of music.    House Concurrent Resolution 24 officially  designates Navasota as the official Blues Capitol of Texas.

It is the opinion of the committee that this House Concurrent Resolution does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

This officially designates Navasota as the Blues Capitol of Texas.
