AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
Currently, Texas law does not include a provision that allows school districts to award diplomas to Korean War veterans who were unable to graduate because of the war. The law does allow for veterans of World War II to receive diplomas, provided they were honorably discharged, scheduled to graduate in a certain period, and left school to serve in the war, but includes no similar provision for veterans of the Korean War.
As proposed, S.B. 75 amends the Texas Education Code to allow school districts to award diplomas to veterans who were honorably discharged, scheduled to graduate from high school after 1940 and before 1957, and left high school before graduation to serve in either World War II or the Korean War.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 28.0251(a), Education Code, by authorizing a school district to issue a high school diploma to a person who was scheduled to graduate from high school after 1940 and before 1957, rather than 1951, and to include a person who left high school before graduation to serve in the Korean War among those eligible to receive a high school diploma.
SECTION 2. Effective date: upon passage or September 1, 2005.
