AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

Hays County has experienced tremendous population growth in the last decade.  Hays County is currently served by three district courts, each of which is made up of multiple counties.  There is a demonstrated need for an additional district court in Hays County to relieve the crowded dockets of the current courts and to ensure the timely administration of justice.

As proposed, S.B. 242 creates an additional judicial district in Hays County.  The 428th District Court is created on September 1, 2005.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
