AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Currently, Section 31.0655, Natural Resources Code, establishes an Adopt-A-Map/Adopt-A-Document program as eligible for participation in the State Employees Charitable Campaign (SECC), but has not been updated with the program's new name, "Save Texas History."  The Adopt-A-Beach program, which has existed since 1986, uses an all-volunteer force to remove trash from Texas beaches and increases public awareness of the problems of marine debris and beach litter.  Currently, this program is not included under the SECC program.  As proposed, S.B. 284 changes the name of the Adopt-A-Map/Adopt-A-Document program to "Save Texas History" and adds the Adopt-A-Beach program to the list of SECC programs to authorize a salary or wage deduction as a donation for the program. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 31.0655, Natural Resources Code, as follows:

 

            Sec. 31.0655.  New heading: STATE EMPLOYEE CONTRIBUTIONS TO SAVE TEXAS HISTORY AND ADOPT-A-BEACH PROGRAMS.  Deletes existing text relating to the Adopt-A-Map/Adopt-A-Document Program and replaces it with the Save Texas History and Adopt-A-Beach programs.  Makes conforming and nonsubstantive changes. 

 

SECTION 2.  Authorizes the General Land Office to transfer any money contributed to the land office for the Adopt-A-Map/Adopt-A-Document program under Section 31.0655, Natural Resources Code, to the Save Texas History and Adopt-A-Beach programs.   

 

SECTION 3.  Effective date: upon passage or September 1, 2005.
