AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Comal County has continued to experience population growth.  Comal County is currently part of three judicial districts along with Hays, Guadalupe, and Caldwell counties.  In order to address the backlog of cases and ease the burden of the current district courts, a new district court in Comal County should be created.

 

As proposed, S.B. 285 creates an additional judicial district in Comal County.  This bill creates the 430th Judicial District on September 1, 2005. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter C, Chapter 24, Government Code, by adding Section 24.574, as follows:

 

Sec. 24.574.  430TH JUDICIAL DISTRICT (COMAL COUNTY).  Provides that the 430th Judicial District is composed of Comal County.

 

SECTION 2.  Creates the 430th Judicial District on the effective date of this Act.

 

SECTION 3.  Effective date: September 1, 2005.
