AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Texas universities and colleges have continued to experience persistent minority under-representation problems. S.B. 302, enables the Texas Higher Education Coordinating Board to better monitor universities' minority outreach efforts. By requiring universities and colleges to provide information on their efforts/strategies to increase minority enrollment, the minority under-representation dilemma will be better understood. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends the heading to Subchapter H, Chapter 51, Education Code, to read as follows:

 

SUBCHAPTER H.  GUIDELINES FOR ACADEMIC AND OTHER REPORTS BY INSTITUTIONS OF HIGHER EDUCATION

 

SECTION 2.  Amends  Subchapter H, Chapter 51, Education Code, by adding Section 51.4032, as follows:

 

Sec.  51.4032.  ANNUAL REPORT OF PARTICIPATION IN HIGHER EDUCATION.  Requires each general academic teaching institution and medical and dental unit as defined in Section 61.003, not later than July 1 of each year and in the form prescribed by the Texas Higher Education Coordinating Board (board), to submit a report to the board describing the composition of the institution's entering class of students.  Requires the report to include certain information.

 

SECTION 3.  Amends Section 61.086(b), Education Code, to require each institution of higher education to report to the board as part of the annual report submitted under Section 51.4032 the manner in which the institution has implemented the uniform recruitment and retention strategy.

 

SECTION 4.  Repealer:  Section 51.806 (Report to the Coordinating Board), Education Code.

 

SECTION 5.  Requires each public institution of higher education in this state to submit the first report required by Section 51.4032, Education Code, not later than July 1, 2006.

 

SECTION 6.  Effective date:  upon passage or September 1, 2005.
