AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
Current law requires minimal training for county jailers. The current training requirements inadequately prepare county jailers to deal with the large populations of inmates in metropolitan counties. As proposed, S.B. 313 increases the mandatory training for county jailers in counties with a population of 500,000 or more.
RULEMAKING AUTHORITY
Rulemaking authority is expressly granted to the Commission on Law Enforcement Officer Standards and Education in SECTION 1 (Section 1701.310, Occupations Code) of this bill.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 1701.310, Occupations Code, by adding Subsection (f), as follows:
(f) Requires the Commission on Law Enforcement Officer Standards and Education (commission), by rule, to require a person appointed as a county jailer in certain counties to complete 160 hours of commission-approved training within a certain timeframe after appointment.
SECTION 2. Effective date: September 1, 2005.
