AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Current law requires county jailers to complete 96 hours of training within the first year of the start of employment.  These training requirements inadequately prepare county jailers to deal with the large populations of inmates in metropolitan counties. 

 

C.S.S.B. 313 allows the Commission on Law Enforcement Officer Standards and Education to increase the mandatory training for county jailers in counties with a population of 500,000 or more from 96 hours to 160 hours. 

 

RULEMAKING AUTHORITY

 

Rulemaking authority is expressly granted to the Commission on Law Enforcement Officer Standards and Education in SECTION 1 (Section 1701.310, Occupations Code) of this bill.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 1701.310, Occupations Code, by adding Subsection (f), as follows:

 

(f)  Authorizes the Commission on Law Enforcement Officer Standards and Education (commission), by rule, to require a person appointed as a county jailer in certain counties to complete 160 hours of commission-approved training within a certain timeframe after appointment.  Permits the 160 hours of training to include the preparatory training program required by Subsection (a). 

 

SECTION 2.  Effective date: September 1, 2005.
