BACKGROUND AND PURPOSE

 

Currently, the emergency service fee rate may not exceed three percent of the monthly base rate.

 

As proposed, S.B. 314 amends the Health and Safety Code to authorize the 9-1-1 emergency communication district in the Harris County area to impose an emergency service fee at a rate not to exceed six percent of the monthly base rate charged a service user by the principal service supplier in the participating jurisdiction.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

SECTION 1.  Amends Section 772.114(c), Health and Safety Code, to prohibit the rate of the emergency service fee from exceeding six, rather than three, percent of the monthly base rate charged a service user by the principal service supplier in the participating jurisdiction.

 

SECTION 2.  Makes application of this Act prospective.
