AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Currently, the state of Texas does not officially recognize the historical significance of the Texian Navy.  In 1994, Governor Ann Richards proclaimed the week of September 1-7 as Texas Navy Week.  However, this was inconsistent with historical celebrations recognized by the Sons of the Republic of Texas and the Daughters of the Republic of Texas. 

 

Chapter 662, Government Code, governs honor and recognition days.  The third Saturday in September is not designated for any other purpose.

 

S.B. 318 designates the third Saturday of September as Texian Navy Day.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter C, Chapter 662, Government Code, by adding Section 662.051, as follows:

 

Sec. 662.051.  TEXIAN NAVY DAY.  Provides that the third Saturday in September of each year is Texian Navy Day in remembrance of the Texian Navy and will be regularly observed by appropriate ceremonies and activities.

 

SECTION 2.  Effective date: upon passage or September 1, 2005.
