AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
Farm-to-Market Road 3238, also known as Hamilton Pool Road, is a scenic, two-lane road winding through Western Travis County. Area residents are concerned about the potential impact of growth in that area of the county, growth that likely will be accelerated and made more dense due to recent decisions by the Lower Colorado River Authority to extend surface water pipelines to service proposed new subdivisions. One possible ramification of that growth could be a proliferation of commercial outdoor advertising along Hamilton Pool Road. As proposed, S.B. 369 prevents this by adding Farm-to-Market Road 3238 in Travis County to the statutory list of roads near which billboards may not be constructed.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 391.252(a), Transportation Code, to prohibit a person from erecting an off-premise sign that is adjacent to and visible from certain highways on or after September 1, 2001, and, on or after September 1, 2005, Farm-to-Market Road 3238 between State Highway 71 and Hammetts Crossing Road. Makes conforming and nonsubstantive changes.
SECTION 2. Effective date: September 1, 2005.
