AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
The Capital Spending Plan Report is a biennial report produced by the Texas Water Development Board (TWDB) since 2001. It is used to identify water funding needs and set forth a basis for allocating the TWDB's state funds to address those needs.
Almost all of the information contained in the Capital Spending Plan Report is found in numerous TWDB publications. Since 2001 TWDB has incorporated many of the items from the Capital Spending Plan Report into other statutorily required reports and agency-initiated reports.
The production of the report costs approximately $1,000 every two years for the hard copy. The report also costs the time of the staff and board members.
As proposed, S.B. 374 repeals the requirement to produce the Capital Spending Plan Report. There is no change to the regional water planning, data collection, technical assistance or financial assistance responsibilities of TWDB. The elimination of a duplicative report allows reallocation of limited resources back to the purpose of solving water and wastewater needs of the state.
