AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
During the administration of President Bill Clinton, Americans prospered, enjoying the lowest rate of inflation and the lowest rate of unemployment in three decades. Clinton was able to achieve a budget surplus during this time of economic stability. At the same time, more Americans became homeowners than at any previous time.
Prior to being elected president in 1992, Clinton served as governor of Texas' neighboring state of Arkansas for 12 years. He served as Attorney General of Arkansas and was also a Rhodes Scholar, and attended Oxford University before earning his law degree from Yale University.
President Clinton's life has been one of high achievement and he continues to enjoy worldwide acclaim and popularity. Citizens of Dallas County have expressed support in having a roadway named in his honor.
As proposed, S.B. 499 names sections of Interstate 20 that pass through southern Dallas County for the 42nd President of the United States, William Jefferson Clinton.
RULEMAKING AUTHORITY
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.0335, as follows:
Sec. 225.0335. PRESIDENT WILLIAM JEFFERSON CLINTON HIGHWAY. (a) Designates the portion of Interstate Highway 20 in Dallas and Tarrant Counties as the President William Jefferson Clinton Highway.
(b) Requires the Department of Transportation (TxDOT) to design and construct markers indicating the highway number, the designation as the President William Jefferson Clinton Highway, and any other appropriate information.
(c) Requires TxDOT to erect a marker at each end of the highway and at appropriate intermediate sites along the highway.
SECTION 2. Effective date: September 1, 2005.
