AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Current Texas law authorizes the Texas Water Development Board to allocate no more than 10 percent of the annual Water Infrastructure Fund budget for disadvantaged communities or for certain permitting costs.

 

S.B. 509 repeals Section 15.974(b), Water Code, to provide the Texas Water Development Board with maximum flexibility in determining which water-related financial needs to address with water infrastructure fund appropriations, if given funding by the legislature.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Repealer: Section 15.974(b) (regarding the limits on financial assistance under the water infrastructure fund), Water Code.

 

SECTION 2.  Effective date: upon passage or September 1, 2005.
