AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

The 78th Texas Legislature, 2003, approved a pilot program to test the efficacy of using emergency medical dispatchers located in a regional dispatch resource center to provide pre-arrival instructions to 911 callers in certain parts of rural Texas.  Funding was appropriated last session but the pilot program has not yet been instituted.  As proposed, S.B. 523 reintroduces the pilot program and extends its expiration date. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

[While the statutory reference in this bill is to the Texas Department of Health (TDH), the following amendments affect the Department of State Health Services, as successor agency to TDH.]

 

SECTION 1.  Amends Section 771.106, Health and Safety Code, to require the Texas Department of Health to report its findings to the presiding officer of each house of the legislature no later than January 1, 2007, rather than 2005. 

 

SECTION 2.  Amends Section 771.108, Health and Safety Code, to change the subchapter expiration date to September 1, 2007, rather than September 1, 2005.

 

SECTION 3.  Effective date:  upon passage or September 1, 2005.
