AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Currently, Chapter 380, Local Government Code, allows municipalities to establish certain programs to promote state or local economic development and to stimulate business and commercial activity in the municipality.  The municipalities are only authorized to establish projects located within the corporate limits of the city. 

 

As proposed, S.B. 583 expands the area where a municipality is authorized to establish economic development programs to include areas annexed by the municipality or in the extraterritorial jurisdiction of the municipality. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 380.001(a), Local Government Code, to provide that for the purposes of this subsection (regarding establishment of certain economic development programs), a municipality includes certain areas.  

 

SECTION 2.  Effective date: upon passage or September 1, 2005.
