BACKGROUND AND PURPOSE

 

As proposed, Senate Bill No. 742 adds the Central Hockey League to the workers' compensation insurance coverage provisions defining "professional athlete" in Section 406.095, Labor Code, which would prevent the city of San Angelo from being held liable for uninsured hockey players in that league.  Current law includes two other professional hockey leagues but omits the Central Hockey League.

 

 

RULEMAKING AUTHORITY

 

It is the opinion of the Committee on Business and Industry that this bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

 

SECTION-BY-SECTION ANALYSIS

 

SECTION 1.  Amends Section 406.095(c), Labor Code, to redefine "professional athlete."

 

SECTION 2.  Makes application of this Act prospective.

 

SECTION 3.  Effective date: September 1, 2005.
