AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

Current law does not specifically include among the goals and methods for violence prevention and intervention on campuses provisions which include ongoing, research-based teacher development programs that focus on developing healthy self-esteem in students and creating a nurturing environment in the classroom.  Furthermore, current law does not specifically include provisions for parental involvement which include research-based classes and training in nurturing and providing positive discipline to a child.  As proposed, S.B. 844 provides certain permissive guidelines for campus plans, including violence prevention and intervention programs and parental involvement programs.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 11.253(d), Education Code, to include that each campus improvement plan must include goals and methods for violence prevention and intervention, dropout deterrence, and academic enhancement on campus that may include ongoing, research-based teacher development programs with certain foci and to provide for a program to encourage parental involvement at the campus that may include research-based classes and training in nurturing and providing positive discipline to a child.

 

SECTION 2.  Makes application of this Act prospective to the 2006-2007 school year.

 

SECTION 3.  Effective date:  September 1, 2005.
