BACKGROUND AND PURPOSE

 

In May 2000, the Houston Community College System added the municipality of Missouri City to its jurisdiction through a municipal election.  Current Texas law does not place Missouri City, which is within the Fort Bend Independent School District, within a community college district. 

 

As proposed, S.B. 929 includes the part of the Fort Bend Independent School District within Missouri City in the Houston Community College System District service area.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.  Amends Section 130.182, Education Code, as follows:

 

Sec. 130.182.  New heading: HOUSTON COMMUNITY COLLEGE SYSTEM DISTRICT SERVICE AREA.  Provides that the service area of the Houston Community College System District includes the territory within the part of the Fort Bend Independent School District located in the municipality of Missouri City.

 

SECTION 2.  Effective date.

 

EFFECTIVE DATE

 

This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2005.
