AUTHOR'S/SPONSOR'S STATEMENT OF INTENT
The Texas School Safety Center (center) was created by the legislature in 2001 to serve as a central location for school safety information, research, training, and technical assistance for successful school safety programs and the prevention of youth violence.
Currently, the center is governed by a board of directors (board) consisting of representatives from the attorney general's office, Texas Education Agency, Texas Juvenile Probation Commission, Texas Youth Commission, Texas Department of Mental Health and Mental Retardation, and other members appointed by the governor that represent schools, parents, school district police officers, and the general public. The board was established to serve in an advisory capacity to the center, rather than as a governing body.
As proposed, S.B. 1004 clarifies the author's original intent in law by making the board's authority that of advising the center rather than governing it.
RULEMAKING AUTHORITY
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Subsection (a), Section 37.203, Education Code, to provide that the Texas School Safety Center (center) is advised, rather than governed, by a board of directors.
SECTION 2. Amends Subsection (b), Section 37.215, Education Code, to require the center, rather than the board, to biannually prepare a budget request for submission to the legislature.
SECTION 3. Effective date: September 1, 2005.
